Does anyone know STLINK is compatible with windows 10/11 ARM architecture?
I was trying to use STLINK via parallel desktop to run windows 11 on Mac, but it did not worked and could not update the drivers.

I found the system requirements saying that it is compatible with Windows 10 not 11, but I can use ST-LINK on the windows11 system. However, I cannot run ST-LINK on a windows11 virtual machine with an M2 chip?

ST-Link variants are standard USB devices compatible with Windows in-box winusb driver, on any architecture. ST could publish clearer instructions considering ARM PCs and Win11.
If there is a driver installation error, please look in your C:\Windows\INF\setupapi.dev.log file.

Goes to TigerDirect and finds an off-lease laptop or workstation for $150, with Windows 10, Intel Processor, and uses that as a grunt box...
