Is ST-LINK/V2 in-circuit debugger/programmer recommended to use in production/manufacturing to download programs? If not what is recommended to use in place of ST-LINK/V2?

That will work. Any V2 or V3 programmer will work. I would use this along with the relatively small STDC14 connector on board.

The command line interface for STM32CubeProgrammer is particularly useful in production, IMO.

That's a rather lavish choice for manufacturing of any scale, IMO.

I generally get away with it in the small quantities I build.
A TC2030 connector or similar is another option for a small footprint, no part count solution.
