Usually the 3.3v source on the nucleo is coming from the on board usb st link v2... Please make sure the target mcu has proper supply source. 1.5v is not an operating voltage.

Hi Inoue-san,
Try this.
ST-LINK VDD (Pin 19) -> Nulcleo 3V3 (SB2 OFF) or JP6(IDD)-VDD side (See UM1724)
STK-LINK VAPP (Pin 1,2) -> same as above.
NOTE: ST-LINK VDD is provided via 10 ohm.
VDD provides 3.3V from the ST-LINK side.
VAPP is monitor the target VDD.

You should connect both VDD and VAPP to 3V3.
