Stc3117, ocv reg when vbat is lower when ocv table

Hi,

I am using the battery monitor - stc3117.  The application uses the default OCV table.  When the battery monitor is initializated,  vbat is set to 3V (on the battery simulator), but Ocv register is  3.3V. It is the lowest value in the OCV table.  Is it  proper  behaviour of the monitor ?
