I'm trying to identify an 8-pin part that appears to have an "ST" logo on it. I'm pretty sure it is an 8-bit MCU, (part of a LED tube driver dimmer control) The part numbers looks like ST G9949, but I can't find a match on ST.com. Does ST custom label parts if they are pre-programmed? From the pin use, my guess is that it is an ATtiny part, but that doesn't explain the label.
