The parameters for the AT+TCONF are shown differently in your example to where you show the breakdown of the individual paramters.
In your example you show the <cr. parameter on the command line as 4/5
868000000:14:125:12:4/5:0:0:1:255:0:0:0
where in the description of the parameters on page 28 you show that 1: represents 4/5, so shouldn't command line look like this instead
868000000:14:125:12:1:0:0:1:255:0:0:0
