Probably because that was sufficient to meet a primary customers goals in the available package and pins.
This is an old design there are newer F4 based designs now, and alternate modules.

In my usage scenario, you need a UART to communicate with the RFID module, another UART communicates with the 2D-code scanning engine, and a third to do the debug print and IAP
