STM32CubeMX, cannot install FW package for STM32F4

I am running CubeMX version 4.16.0, but I cannot update the firmware for STM32F4 to version 1.13.0.

When I do: Help->Install New Libraries and tick 1.13.0 and then ''Install Now'', the installer runs until it looks like the package has been downloaded, but then it throws ''These files have problem during download''.I use Windows 10./M

This is still an issue.

I see the same problem trying to upgrade CubeMX to 4.16.1.
