Is there an official way to create my own stlink debugger? I have schematic for stlink but I dont know how to program the mcu so that it can be used as stlink debugger

No, ST does not officially release/license a firmware image.

ST's suggested path is to use a ST-LINK/V3MINI, and mount that to your board.

I'd perhaps recommend the CMSIS-DAP approach, or BL ACK MA GIC probe
