PA9 on the STM32F4-DISCO has a large capacitor on it, which seriously limits it, 1200-2400 sounds about where it tops out.

For anyone dropping by: I'm able to use a baud rate of 921600 on USART6 if modifying the code I attached in my earlier post. Hopefully it will be helpful to those who get stuck.
