I have been searching through all the technical documents and can't seem to find anywhere how to use the EXT_3V header pin 1 for 3v output to power another device.

It would help to specify which of ST's Discovery board's you're talking about. And what you're attempting too, or thinking about, powering.
Presumably you'd just wire it up, along with a ground, to the hardware you want to power. For the STM32L, it says it can provide up to 100 mA. Have you reviewed the documentation?http://www.st.com/internet/com/TECHNICAL_RESOURCES/TECHNICAL_LITERATURE/USER_MANUAL/DM00027954.pdf
