Why isn't my STM32F407VE no longer detected in the port COM3 on my computer?

I was testing out the Bootloader configuration ( Placing jumperwires BT0 to HIGH and BT1 to LOW.
Got the connection for MCU to be in Bootloader mode but can no longer get it back to being detected in the port COM3.
May I know what did I do wrong, or is there a way for me to get back the MCU to detected as COM3?
Am new to the board and wish to learn more. Thank you!

To add on more details:
Previously I was able to obtain the board being detected as COM3 just with a USB cable connected.
Right now if only the USB cable is connected from the board to my PC. I am unable to detect my board.

Did you reset it with BOOT0 held high?
The bootloader can't be erased, so you should be able to restore communication assuming the hardware didn't get damaged between the time it worked and now.

What board are we talking about here?
Whats the USB connected too? An ST-LINK on a NUCLEO/DISCO board?
