I tried to upgrade the firmware version of STM32 link utility to the latest version. When trying to upgrade to latest version, a error message occurs : 'Upgrade Error, Please try again.' Also I tried it by unplugging and reinserting the cable.

What version to what version?

You can't add the VCP/mbed functionality to the older parts as I recall. And the ST-LINK/V1 is very antiquated.

ST-LINK model is ST-LINK V2.
I tried to upgrade it from V2.J17.S4 to V2.J34.S7.
