LED2001PHR based driver does not work

I have a LED2001PHR based LED driver that is designed to drive a string of LEDs at 5.2V and 3A. When I apply power and the LEDs are connected, the LEDs flash for a fraction of a second and then go off telling me that the driver came on and went off again within a very short period of time. When I remove the LEDs (essential open circuit at the load) I see that the driver works again (because I have a small LED indicator on the output). I've attached the eDesign Studio design here. Any idea what seems to be going wrong?
