L6564 used to BUCK controller, the buck output voltage is not set-point voltage at startup, and L6564 control logic is incorrect

L6564 used to BUCK controller, the buck output voltage is not set-point voltage at startup, it's output is equal to input as duty cycle =1, please help to resolve it, thanks.
the below is waveform and buck circuit, CH1 is output voltage B+, CH3 is buck CS, CH4 is buck driver, from it we can see it's duty cycle=1, so lead to output=input, I think L6564 control logic is incorrect, how to avoid it? thanks.
