What makes you think that Altium files should be available?
If you go to the Product Page for the board, schematics, etc, will be under 'CAD Resources'

The gerber files in CAD Resources is empty, so i think the layout and altium files can be available

Well, GERBER data is actually only intended for plotting a layout or producing a board, similar to PDF, which is also only intended for printing and not for re-layouting. However, you can use a GERBER viewer to orientate yourself on details from its data and derive your own layout. There are GERBER viewers that you can use for free, e.g. the one in the KiCAD package.
