First let me thank you for posting and apologize for the late reply.
The port issue is mainly caused by the fact that the port was not closed successfully after the latest debug session was terminated.
In this case either you can change the port used in the debug session (it's recommended to increment by at least 4).
Also the issue could be fixed by restarting the PC.
