Is it possible to install/use the STM Virtual COM Port on Windows 8?

Probably, if the driver is unsigned you'll need to turn off that test for it to load/work.
Up vote any posts that you find helpful, it shows what's working..

I tried turning off the signed driver protection. It didn't help. I have also tried running the driver in compatibility mode and as administrator. No luck.

Good news: I upgraded the Windows 8 computer to Windows 8.1 and the STM Virtual COM Port now successfully installs and works. It is not ideal that I cannot use Windows 8 without the upgrade, but it is still great that the driver does work on a version of the newer OS.
