What exactly is the VCONN pin?
A USB Type-C™ connector has two Configuration Channel pins (CC1 and CC2) used for PDO (Power profile) negotiation.
Only one of these two pins is active during the communication; the other one can be used to power a small device or an active cable (for >3A). In this case, this pin is referred to as VCONN. VCONN is required only for source devices, not for sink.
