I am using a STM32L47 Discovery Board. I want to perform a serial communication through the on-board usb mini port.

i am currently using the serial pins and a FTDI chip to communicate with a PC. I want to know if there is a way to use the on board mini USB port or the OTG port to communicate with the PC.

Look at the CDC USB Device examples for the DISCO, or similar EVAL boards, under CubeL4 repository trees
