Hello all, I just bought a ST-LINK-V3 set.
Also, I have checked the signal on vcc pin, but there are no voltage on vcc.
Is it correct?

These are denoted by T_VCC, not VCC (on CN4 apparently a misprint), these pins are used to *detect* the target voltage and set the thresholds for the buffers inside the ST-Link. See footnotes below the respective table for the connector in question in UM2448.
