Welcome @securliftlab, to the community!

Unfortunately, you are not the first person to stumble across this problem. You are using one of the so-called Blue Pill boards that can be bought cheaply from Asian sellers. Unfortunately, the labelling on the microcontroller is fake, as is the entire device, in order to deceive gullible buyers into thinking it is an original product. So it cannot work reliably.

If you obtain a proven original STM32F103C8T6 from a real distributor and replace the fake with it, your Blue Pill should also work.

However, I suspect a second problem with your ST-LINK/V2, which has a very old firmware revision V2J39S7, as is often the case with the ST-LINK/V2 in tin cans or counterfeit versions (usually labelled Made in China). Why don't you upload a photo of the ST-LINK/V2, preferably with the back if it has a plastic housing?
