What is the purpose of Capacitor C3 in the block diagram?

Capacitor C3 is the bulk capacitor defined in the USB-C PD specification used to limit the min/max inrush current amplitude.
The USB-C power delivery specification defines cSnkBulk and cSrcBulk capacitors as the sum of the bulk capacitors on both sides of the ohmic path of VBUSc.
To ensure compliance with the standard and good TCPP03-M20 protection performance, it is mandatory to place Capacitor C3 on VBUSc, as close as possible to the USB-C connector with a value of 2.2 µF (50 V).
