Power over Ethernet to 12V USB-C PD

I’m trying to find a solution to create a PoE to 12V USB-C power delivery adapter as I can’t find one on the market. There are PoE to 5V USB-C PD ones, and PoE to 12V barrel plug ones, but nothing as far as I can tell that will provide the negotiation to deliver 12V to a computer that only accepts 12V USB-C PD for its power supply. 

if I wanted to build one from scratch, what would I need? If I were to design something that could take the raw 12V from a barrel connector instead, what options would there be to provide the PD negotiation on the USB-C connector that plugs into the computer so that it will recognize that the proper voltage is being supplied?

So far the best I’ve been able to do is to wire a plain barrel connector to the power input of an automotive USB-C charger that supports 12V PD output, which works but I’d like a simpler, more direct, less kludgy solution.
