Question

ST-LINK_CLI.exe Unable to open file!

The CLI works fine on Windows 10 but on a Windows 11 computer I get this output:

Unlock Success
Patched SREC with unique ID
STM32 ST-LINK CLI v3.6.0.0
STM32 ST-LINK Command Line Interface

ST-LINK SN: 62021102220032524B413836
ST-LINK Firmware version: V2J37S7
Connected via SWD.
SWD Frequency = 4000K.
Target voltage = 3.3 V
Connection mode: Normal
Reset mode: Hardware reset
Device ID: 0x418
Device flash Size: 128 Kbytes
Device family: STM32F10xx Connectivity Line
Loading file...
Unable to open file!

It would be really helpful if the error message gave the path of the file it can't open.

What arguments are you calling the CLI with? Spaces in path?

I'm not calling it, it's called by a flashing app.  The same app that works perfectly on Windows 10.
