I'm not able to download STM32CUBE programmer from the site.

Which message error do you have?

Does this problem occur with other packages? Or only with the STM32Cubeprogrammer tool?

Try using a different browser. 

Check also if you have any popup blocker or any firewall or anti-virus active.
