Why stm32f105 clock configuration disable HSE configuration ?

I tried install different Cube version ,include latest version on 2 windows computers . both them are disabled HSE configuation in clock configuation dialog.

Since HSE disabled and USB clock also inavliable.

Who can tell me why and how solve this issue. ( Manually coding please skip, I mean this tool, STMicoelectronics launched tool)

HSE must be enabled in the System Core -> RCC peripheral before it's available on the clock configuration screen.
