Could you please be more precise about your question?

If you are looking for the STM32L4 firmware, please find it through the STM32Cube directory : STM32Cube\Repository\STM32Cube_FW_L4_V1.15.1

If your are lokking for STM32Cube MCU Package for STM32L4 series you can find it here STM32CubeL4.

I checked again and confirm that STM32L496VGT6P is missing in STM32CubeMX. This is reported internally
