Not able to program STM32F407VEt6 chip

I built a custom board and attempted to program it using both the ST-Link Debugger V2 and an STM Dongle, but I'm encountering issues and can't seem to program it successfully.

Could anyone suggest what the problem might be?

    1. put a cap on nrst, 100nF maybe.

    2. connect under "software reset"

    And tell..

    So both a genuine ST-Link, and a fake/clone ?
