Is the Setting in ToolChain Manager Correct If I select GNU Tools for STM ( 7-2018-q2-update )

Yes, that's the place to change default toolchain for the entire workspace.

If you want to have different toolchains depending on the project you can right click the project in the Project Explorer -> Properties -> C/C++ Build -> Settings -> Tool Settings (tab).
