How to register CMSIS software package for STM32Cube with ST?

STM32CubeIDE comes with a pre-configured set of "Embedded Software Packages", including several offerings from 3rd party vendors (e.g., Cesanta, ITTIA_DB, emotas, ...) How did these vendors got included in the list? Is it possible to register a tested CMSIS software package with ST?
