Can the clkout clock on the PHY chip be disabled, and how is it configured?

Please can you precise your question ?

You tagged your question with “STM32MP13 lines”, but the schematics you show seems to come from STM32MP157F-DK board.

Then, when you say “can be disabled”; for which purpose are you asking this ? Do you mean in your own design ? In the current board you use ? Do you need to keep Ethernet working ? Or not ? 

Could you please precise more in detail your requirements ?
