The PWR_Exit functions for STANDBY/OFF in stm32_lpm_if.c are just placeholders and are never called on the STM32WB, right?

From the documentation it sounds like the STM32WB vectors to the reset hander when it exits STANDBY and lower power modes, correct?

You are right, If the device genuinely enters Standby and a wake-up source later fires, the STM32WB does a full core reset — execution restarts at the reset vector.
