Can I do Two way radio (PMR/DMR) using STM32WL ?

If I use STM32WL as RF tranciver and using the (G)FSK modultion or other modulation with multiple users, Will STM32WL asigne a carrier frequency automatically for each user to achieve the FDMA as PMR/DMR system in walkie talkie?

The radio is dumb, your code will have to manage frequencies and moving between them.​

Not really the type of product I work on.

Chip level solutions are likely to involve a lot of software to manage/mesh the connection over multiple nodes.

Perhaps you'd do better to talk to ST staff and engineers in the Wireless Group related to chips, modules and software vendors.
