That's how e-paper displays work. If they could refresh fast and flicker free, they would be used a lot more.

Look at other types of displays.

Typical e-paper displays have charged ink particles which needs over time to get exposed to non DC voltage bias, so the epaper controller needs to negate pixels to avoid being sticky. Does the same display work without flicker with a different driver SW?

The unique feature of e-paper is that you only need power to change the display picture, which OLED or LCD won't.

However if little power is ok and you don't want flicker, use transflective LCD displays controlled by SPI. There are plenty out there...
