Are you asking for TouchGFX documentation or are you asking for STM32F746G Discovery documentation?

The TouchGFX documentation is located on the installed "doc" directory as "manual.pdf".

On my computer that location is C:/TouchGFX/4.12.3/doc

There isn't. ToucGFX documentation can be found here, for the time being: https://touchgfx.zendesk.com/hc/en-us (Getting Started, and Knowledge Base).

You can find api documentation (doxygen) in pdf form inside doc\manua.pdf of your TouchGFX installation on disk.
