scroll list item arrangment order adjustable by the user

Does an option exist, that the user can decide on the screen (by him selfe), which item he wants at first, second, ... position?

Yes I mean when the application is running. So each user can make his own order of the items.

It's a pretty specific request, so it's not something you'll find in the framework. But anything is possible :) First you have to consider how the interaction is supposed to work - The user holds an item for x seconds and it pops out? etc. Many questions!
