I am unable to download the template for the STM32H7B3I-DK.

All others seem to download fine in TouchGFX, but this one gives a 404 error. Excerpt from the log file:

Thank you for your message. We're currently on it, I will let you know whenever the version 3.0.9 of this board will be available again.

Meantime, I invite you to use the previous version of the STM32H7B3-DK. You can choose the 3.0.8 version in TouchGFX Designer under the "version" scroll list once you've selected your board.
