Can ScrollWheel/ScrollList items always distribute on the full scrollable display page?

Hi ,

When i use the scrollwheel/scrollList , i found that the last item would go to the top. Can ScrollWheel/ScrollList items always distribute on the full scrollable display page?As the following picture shows : Normally when dragging to the buttom , the house icon will go to the top position "NO 1" , how can last item always sticking on the buttom position "NO 3"?
