    Which one? and via which interface?

    Typically via a SWD/JTAG connection.

    The ROM based System Loader offers connectivity via UART, I2C, USB, CAN depending on model. See Application Note AN2606

    Generally you can use the STM32 Cube Programmer Application, but the protocols are also documented.
