System boot mode hardware considerations

(This is a resend--the original didn't seem to get posted).

Is it advisable to pull-up pins participating in the system bootloader interfaces (USART1  & 2 for the F3)?  If floating, is it possible for the bootloader to ''see'' a spurious 0x7F, enable the wrong interface, and lock out the desired interface?

    It is perhaps desirable, but your real problem is active signals on those pins.
