STMl032cz discovery board UART programming

i am using STMl032cz discovery controller, and IAR to write the code. I have written simple code for UART using polling method, but not able to transmit the data and see it on tera term. I am new with this can check the below attached code and guide me through the proper direction.

I recommend you to start from ready UART examples under the STM32L0 cube firmware package,it may help:

1. STM32Cube_FW_L0_V1.0\Projects\STM32L031K6-Nucleo\Examples\UART
2. STM32Cube_FW_L0_V1.0\Projects\STM32L031K6-Nucleo\Examples\UART\UART_HyperTerminal_DMA:This example describes an UART transmission (transmit/receive) in DMA mode between a board and an Hyperterminal PC application.

Yes, sir but I don’t have nucleo board . The board which I am using is STM 32 Discovery and I just want to learn what in correct I am doing in my code. It would be great if you can help
