STM32F4 Flash versus ROM

Is the ROM in the STM32F4 a different memory technology than the flash or is it just write protected flash?

Meybe they mean the system ROM where USB/UART/etc bootloaders reside.

I think it  probably is mask ROM, but not sure. I can not find any documents about it.
