Can any one help me with STM32F10X DSP Library, Where and how can I get STM32F10X DSP Library.THANXXXX.

I'll note that CMSIS has a DSP_Lib directory with the library source, this can be downloaded from ARM, or pulled out of the F4 DSP library Avatar cites above.
