The MCU is probably destroyed. Most often, this can happen when a higher voltage is applied to a pin, or by short-circuiting pins that are output. Sometimes ESB discharge when handling the board. If the NUCLEO board was brand new and it happened the first time it was plugged in and without any external connections, I would try to claim it.
