Please advise what is the suffix "SP2" in the type 32F45VGT6? Please confirm if this mean device is already programmed?

No, it is not a programmed component, but the specification with the $P2 at the end (32F745VGT6$P2) is an internal marking. Relevant for the application is the first line, here STM32F745VGT6.
