Test code to do what?

You could presumably start with STM32L152 code either from a DISCO, NUCLEO or EVAL series board, and modify to suit.

WE need code from scratch for I2C, SPI with interrupts, UART, RTC, interrupts, timers, PWM as well.

Kindly reply with code from scratch.

I'm afraid you probably need to code these things yourself, ST provides libraries and examples, please review those.
