I have, through my local ST FAE, obtained the source code referenced in AN3128 and have it working on an ST3210E-EVAL board :) It comes with projects for the STM3210B-EVAL, STM3210E-EVAL  and STM3210C-EVAL boards both for IAR's EWARM5 and RealView (RVMDK) v3.50+ toolchains.

I got it in a password-protected ZIP file named

STM3210C-EVAL_TS_Demo_HomePanel with Lib_3.1.2.zip

off an ST support FTP site.

From that I assume that the source in NOT public and is only provided to those that request it.

I have no idea where to find the source code but like you I'd like to get it.

I did however find the page where AN3128 is referenced from
