Get statt with STM32F103C8T6

I am working on project in which we are using STM32F103C8T6 and I have one development board called blue pill and also have st link V2.

But I don’t know where to start which are the softwares are required for STM32 development. I have searched on the web but still not getting proper information.So Please anybody can help me with this....
