Can unpowered H7 MCU suffer active IO?

The H7 MCU may be powered off by ex controller. At this suitation, can this unpowered MCU suffer other active IOs?

This depends on particular pins. 5V tolerant pins (marked FT and similarly, in the pin table in Datasheet) are usually specified to VDD+4.0V, i.e. they should be able to withstand 3V signals even when VDD=0V. Non-5V-tolerant pins (marked TT and similarly) usually can't go above VDD. Read the IO-relevant portions of the Operating conditions chapter in Datasheet.

On this table, I can see tha max input for FT and TT are not less than 4.0V. Is this 4.0V still avaliable even VDD = 0v(mcu powered off)?
